Rafiz Azuan Abdullah was appointed the Chief Executive Officer of PIDM on 28 August 2017. He joined PIDM in 2007 and led the Insurance, Risk Assessment and Monitoring Division where he spearheaded the completion of the Risk Assessment System for PIDM. In 2011, with the expansion of PIDM’s mandate to also include the Takaful and Insurance Benefits Protection System, he managed the establishment of the Risk Assessment and Differential Levy Systems Framework for insurer members. In June 2014, Rafiz Azuan assumed the role of Executive General Manager, as part of PIDM’s CEO succession planning.
He was the Chairperson of the Research Technical Committee under the IADI Asia-Pacific Regional Committee. Rafiz Azuan served as a member of IADI’s Executive Council from 2017 to 2020 and was previously the Chairman of IADI’s Islamic Deposit Insurance Technical Committee.
Prior to joining PIDM, Rafiz Azuan served at the Rating Agency Malaysia for more than 10 years, where he specialized in rating financial institutions, real estate, and construction companies. In 1999, Rafiz Azuan was seconded to the Corporate Debt Restructuring Committee at Bank Negara Malaysia to assist with the restructuring of distressed companies as a result of the economic recession.
Rafiz Azuan graduated from Lancaster University, United Kingdom in 1995 majoring in Accounting and Finance. He then pursued a professional accounting qualification (Association of Chartered Certified Accountants – ACCA) at Emile Woolf College in London, United Kingdom. He also completed the Advanced Management Program, a program designed for an elite group of senior executives at the Harvard Business School.

Ms. Eva Hüpkes
Secretary General, International Association of Deposit Insurers
Ms. Eva Hüpkes took up a position as Secretary General of the International Association of Deposit Insurers (IADI) in August 2023. Prior to joining IADI, Eva was Head of Regulatory and Supervisory Policy at the Financial Stability Board (FSB). She helped shape the FSB/G20 policy response to the 2008 Global Financial Crisis, including the FSB Framework for Reducing the Moral Hazard Risks of Systemically Important Financial Institutions and the FSB’s global resolution standard for the banking, insurance, and financial market infrastructure sectors. More recently, her work at the FSB has focused on digital innovation and the regulation, supervision, and oversight of crypto-assets.
From 1999 to 2009, Eva served as Head of Regulation at the Swiss Financial Market Supervisory Authority (FINMA). She was Co-chair of the Basel Committee Working Group on Cross-border Bank Resolution that in 2009 developed, jointly with IADI, the first set of Core Principles of Effective Deposit Insurance Systems. From 1997 to 1999, she worked at the International Monetary Fund where she supported the Fund’s response to the Asian Financial Crisis.
Eva is a member of the New York Bar and studied law and international relations at the University of Passau, the University of Geneva, the Geneva Graduate Institute, Georgetown University, and the University of Bern where she obtained her doctorate in law. She has published widely in academic journals and is a member of the International Monetary Law Committee of the International Law Association.

Mr. Matthew O’Callaghan

Matthew is the head of Freshfields’ financial services practice in Asia and also the managing partner of the Hong Kong office.
Matthew specialises in advising and supporting clients through complex transitions and navigating key regulatory and commercial risks as well as client’s most important strategic transactions. He advises a broad range of financial institutions including global investment banks, private and wholesale banks, insurers, payment providers as well as financial sponsors across Asia and Europe.
Matthew joined Freshfields from Goldman Sachs where he held a number of roles across Europe and Asia. He has extensive in-house and private practice experience advising on a wide range of legal and regulatory issues affecting financial institutions across Asia and Europe.
Matthew is qualified in Hong Kong SAR, New South Wales, Australia and England & Wales.

Mr. Stefan Gannon
Special Adviser to Chief Executive, Hong Kong Monetary Authority
Stefan Gannon is a Special Adviser to the Chief Executive of the Hong Kong Monetary Authority (HKMA), advising on all aspects of the HKMA’s activities and contributing to the formulation of policy. Having been involved in the establishment of the HKMA in 1993, Stefan has extensive experience at the HKMA and held various executive roles including the Commissioner of the Resolution Office and General Counsel prior to his current appointment.
Stefan is the Hong Kong representative at the Resolution Steering Group of the Financial Stability Board (FSB). He was the Chairman of the then FSB Legal Expert Group and chaired the FSB Thematic Peer Review on the Bank Resolution Planning team (2018-19). Stefan chairs the Executive’s Meeting of East Asia-Pacific Central Banks (EMEAP) Study Group on Resolution. Before moving to Hong Kong, Stefan practiced as a barrister and as an international legal adviser to one of the then largest British banking groups in London.

Ms. Afiza Abdullah
Executive Vice President, Resolution, Perbadanan Insurans Deposit Malaysia
Afiza Abdullah was appointed the Executive Vice President of PIDM in January 2022. As the Executive Vice President in charge of resolution, she is responsible for the overall management of all Member Institutions’ resolution plans as well as the functions related to various aspects of PIDM’s intervention and resolution, crisis management, macro surveillance, and policy. Afiza joined PIDM in 2011 as Deputy General Manager, Policy and International Division, and was subsequently appointed as General Manager, Policy and International Division in 2016.
Prior to joining PIDM, Afiza had over 9 years of regulatory experience with Bank Negara Malaysia and had been involved in, among others, prudential policy formulation for insurance and banking sectors, and the modernization of the Central Bank of Malaysia Act 2009 as well as the regulatory laws. She was a core team member in the development of Bank Negara Malaysia Financial Blueprint. She began her career in an audit firm in London, United Kingdom, and joined a local investment bank upon her return to Malaysia, before joining Bank Negara Malaysia. Afiza graduated with a Bachelor of Finance and Accounting (Honours) from the University of Salford, United Kingdom.

Paul Stephenson is the Head of Capital Management for HSBC, Asia Pacific, with responsibilities for both capital management and recovery and resolution planning for the region. Paul has been based in Hong Kong since 2010, and has over 20 years of banking experience with HSBC, mainly in treasury and finance roles in Hong Kong and London. Over the past 5 years, Paul has been leading the implementation of HSBC’s local and global recovery and resolution planning requirements across the Asia Pacific region.

Ms. Tang Wai Ching

Wai Ching has 10 years of experience serving in her current role as the Managing Director and Head of Group Capital Management for the CIMB Group. In her current role, Wai Ching is responsible for strategic capital planning and management, capital allocation, capital deployment, and group recovery planning. Previously, Wai Ching served as the Director for Special Situation Investments, at CIMB Investment Bank Berhad. Prior to joining CIMB, she also worked with Hong Leong Group Malaysia, Schroders International Merchant Bankers Limited, Singapore, and Arthur Andersen Singapore.
Wai Ching is both a Chartered Banker of the Chartered Banker Institute and a Chartered Financial Analyst of the CFA Institute. She holds a Bachelor of Accountancy (Honours) from the National University of Singapore and is a qualified member of the Institute of Certified Public Accountants of Singapore.

Dr. Davide Crippa
Chief Risk Officer, Maybank Singapore
Dr. Davide Crippa is a seasoned risk management professional with over 30 years of experience. He is currently the Chief Risk Officer of Maybank Singapore, the largest overseas unit of Maybank. In his previous roles, he has held senior positions at multinational organizations such as Standard Chartered Bank, Swiss Re, and UBS.
Dr. Crippa holds a PhD from ETH Zurich and an MBA from the University of Rochester. He is also a certified International Director from INSEAD. He is a frequent speaker on risk management topics, and he has served on the board of several professional organizations.

Datuk Johan Idris

Datuk Johan Idris is the Managing Partner of KPMG in Malaysia and serves as a member of the KPMG ASPAC Board and a Council Member of KPMG International. He served as the President of the Malaysian Institute of Accountants (MIA) for the 2013-2015 term and was on the MIA panel for audit review license. He was also an Executive Member of the Financial Stability Executive Committee set up by Bank Negara Malaysia. Datuk Johan further extends his counsel as a Member of the Board of Directors at the National University of Malaysia (UKM) and as a University Senate Member and Board of Trustee of INCEIF.
Datuk Johan’s professional associations include the Malaysian Accounting Standards Board (MASB), where he was a project leader of an accounting standard. He currently serves as an EXCO and Council member of the Malaysian Institute of Certified Public Accountants (MICPA) and a Board Member of the Malaysian Professional Accountancy Centre (MyPAC). His professional experience transcends Malaysia to include the USA and Indonesia.
Under his leadership, KPMG in Malaysia has won multiple awards including Asia Risk Awards Risk Management Consulting Firm of the Year 2022, Sustainability & CSR Malaysia Company of the Year Award (2017-2022), Malaysia’s 100 Leading Graduate Employers, Graduates’ Choice Awards and many others. In recognition of his Diversity and Inclusion advocacy, Datuk Johan was also presented with the CEO Champion award by Talent Corporation Malaysia (TalentCorp).

Mr. Samy Harraz

Mr. Samy Harraz was appointed Head of Policy Coordination and International Relations at the Single Resolution Board in September 2015. Samy manages setting policy surrounding the new resolution regime and coordinate his agency’s liaison with relevant stakeholders in Europe and beyond.
Prior to joining the SRB, he worked at FMSA (the German resolution authority) and before that as an investment banker, corporate strategist, and chief country officer in London, Geneva, Frankfurt, and Athens. He read Archaeology of the Ancient Near East at the Freie Universitat Berlin and was awarded a master’s degree in Management from Glasgow University.

Mr. Stuart Last

Stuart is a Transaction Support Partner based in Singapore covering exclusively FS sector transactions across ASEAN and APAC. He has been based in Singapore since 2010 and prior to that was based in London. He has spent the last 18 years focusing on Financial Services Transaction Advisory Services and is actively sought out to work on the most complex transactions in the region for a mixture of Strategic and Private Equity clients.
His sector experience includes banking, insurance (life and non-life), wealth and asset management, and fintech. His breadth of experience includes leading teams and projects in areas of commercial, financial due diligence, and vendor due diligence, and supporting those projects through to post-deal integration.

Mr. Shankar Kanabiran

Shankar is the Deputy Consulting Leader for EY Consulting’s practice, with more than 28 years of working experience, specializing in large-scale transformation programs and post-merger integration. Prior to joining EY, Shankar was a Managing Director with Accenture Financial Services Operating Group. He was also an Executive Director with Malaysia Petroleum Resources Corporation (MPRC).
Shankar holds a Master of Business Administration from the University of Manchester and a Bachelor of Computer Sciences (Honours) from the University of Science Malaysia.

Yew Chen is a Partner in our Corporate Practice Group. His primary practice is Mergers & Acquisitions, with a sub-focus on Regulatory & Trade, and Telecommunications laws. In the Regulatory and Corporate Governance space, Yew Chen and his team are regularly engaged by organisations across regulated and unregulated sectors and industries to design and troubleshoot programmes and policies, as well as to advise, on Compliance & Ethics (including anti-bribery and anti-money laundering), Financial Regulations, Sanctions, and Sustainability matters. Specifically, on Financial Regulations, he has advised on the establishment of both conventional and digital banks, as well as several e-commerce and payment service providers, in Malaysia.
While he has advised on some of Malaysia’s largest M&As, he prefers to focus on cross-border transactions, having represented private equity funds, multinationals, public and private enterprises, and GLCs. The telecommunications projects he has advised on include Malaysia’s first high speed broadband rollout, its first 4G and 5G network rollouts, and the recent satellite broadband rollout by a prominent US multi-national entity.

Mr. Azizan Abd Aziz

Mr. Azizan is the Group Chief Financial Officer of BIMB Holdings Berhad. He is also the Chief Financial Officer of Bank Islam Malaysia Berhad.
Prior to assuming his current role, Azizan was the equity partner in Deloitte Southeast Asia and headed the M&A Transaction Services practice for Deloitte Malaysia. He also served as the Executive Director for Financial Advisory Services with KPMG Malaysia and prior to that, a senior manager in the financial services division of KPMG United Kingdom and Channel Islands. In his previous professional career, Azizan was involved in multiple corporate exercises. He led projects involving technology and fintech company acquisitions. He also advised clients in due diligence and valuation exercises.
Azizan graduated with a Bachelor of Accounting and Finance from the University of Plymouth. He is also a Fellow of the Association of Chartered Certified Accountants (ACCA) and a member of the Malaysian Institute of Accountants.

She was the Director of the Research Affairs Department at ISRA from 2013-2017. She is currently a member of the Shariah Advisory Council of Bank Negara Malaysia (BNM) effective from 1 November 2019. Prior to that, she was a member of the Shariah Committee of Maybank Islamic Berhad, SME Bank Berhad, MBSB Berhad, and RHB Islamic Berhad. At the international level, she sits on the Advisory Committee of Experts of Lotus Bank Limited and the Shariah Supervisory Board of Lotus Capital Limited, both are based in Nigeria.
Marjan has published many articles in international and local refereed journals, produced several research papers on Islamic finance, written several book chapters, contributed to industry reports, and presented papers in various local and international conferences. She was the Editor of ISRA’s main textbooks including Islamic Financial System: Principles and Operations (2nd ed.), Sukuk: Principles & Practices, and Islamic Capital Markets: Principles & Practices. She was the Project Manager for both market reports on ‘The Role of Sukuk in Islamic Capital Markets’ and ‘Islamic Fund Management’ funded by the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC). She obtained her Bachelor’s degree in Islamic Revealed Knowledge and Heritage (Fiqh and Usul al-Fiqh) from IIUM and graduated with her Master and PhD degrees at the same university.

Dr. Ronald Rulindo is an Islamic Finance Professional with more than 15 years of experiences as international standard setter, policy maker, researcher and academician. He is skilled in Risk Management and Governance as well as Strategy and Innovation. Dr. Ronal Rulindo has strong network in Islamic finance both at national and global level. He is currently the Executive Director for MES Research Center in Jakarta Indonesia as well as a Lecturer of Islamic Business Program for the Faculty of Economics & Business, University of Indonesia.
Additionally, he is also the Coordinator for the Islamic Finance Taskforce at Lembaga Penjamin Simpanan (Indonesia Deposit Insurance Corporation) in Jakarta. As part of his role, he established the necessary infrastructures for Islamic Deposit Insurance system and resolution framework for Islamic banks. He also manages coordination and collaboration with local and international stakeholders in the area of Islamic finance.
Internationally, Dr. Ronald Rulindo is the External Expert at International Monetary Fund (IMF) who assist in conducting Technical Assistance in its member countries in Islamic finance, cirisis management, deposit insurance, and bank resolution, such as in Iran and Kuwait. Dr. Ronald Rulindo was a Chairperson for Islamic Deposit Insurance Technical Committee, International Association of Deposit Insurance (IADI) from January 2008 – January 2021.
Dr. Ronald Rulindo holds a PhD in Islamic Banking & Finance from the International Islamic University Malaysia. He also holds a M.Sc in Finance from the International Islamic University Malaysia and a Bachelor of Accounting from Trisakti University Indonesia.

Mr. Fauzi Ichsan
Chairman of the Board, Indonesia Financial Group
Fauzi currently serves as the Independent Commissioner for several organisations in Indonesia including PT Minamas Gemilang & PT Anugerah Sumber Makmur (Minamas Plantation), PT Bahana Pembinaan Usaha Indonesia / Indoneisa Financial Group (IFG), PT Unilever Indonesia, PT Manulife Asset Management Indonesia and PT Aneka Kimia Raya.
Prior to this, he served as the Chief Executive Officer and Member of the Board of Commmisioners for the Indonesia Deposit Insurance Corporation (Lembaga Penjamin Simpanan, “IDIC”) where he oversees the resolution of a number of failing banks in Indonesia including liquidated 39 rural credit banks. At IDIC, Fauzi was a pivotal role and responsible for drafting Law on Prevention and Resolution of Financial Crisis, transforming IDIC by implementing blueprints on organisation, human resources and information technology, as well as managing the international relations with other international deposit insurance corporations. Fauzi was the Elected Member of Executive Council for International Association of Deposit Insurers (IADI). Prior to joining the IDIC, Fauzi has extensive experience in the banking sector both in the private and public sector in Indonesia and abroad.
Fauzi holds a Masters in Development Studies from the Massachusetts Institute of Technology, US. He also holds a Bachelor of Economics from the London School of Economics and Political Science, University of London UK.

Ms. Farzana Ismail

As the Principal and Consulting Actuary, Ms. Farzana Ismail heads the Life Insurance and Family Takaful Consulting practice in Kuala Lumpur, Malaysia. Prior to this, she was a senior consulting actuary at Milliman London for nearly a decade.

Yoon leads PwC’s actuarial practice in Malaysia, covering actuarial audit and non-audit engagements for clients in Malaysia, Vietnam, Singapore, and Hong Kong. These include IFRS17 implementation, independent reviews of capital planning, and climate risk scenario analysis.
Yoon has over 24 years of experience in the insurance and takaful industry in both the public and private sectors. Prior to joining PwC, he was at AIA Group where he was Director of Regional Business Development and subsequently Chief Risk Officer for AIA Malaysia.
He began his career in Bank Negara Malaysia where he was involved in developing RBC and ICAAP frameworks for insurance and takaful. He also held other policy roles including Director for Insurance Development, where he oversaw the liberalization of motor insurance tariffs, the rollout of the LIFE Framework for intermediary compensation reforms, and administered the regulatory sandbox.

Ms. Monika Mars
Founder & Managing Director, MM Risk Advisory Services
Monika Mars established her own consulting firm (MM Risk Advisory Services) in 2014 after having spent over 20 years in financial services consulting roles with Oliver Wyman, PwC, and McKinsey. After initially training as a credit analyst with a banking institution, she has been consulting banks, insurance companies, and regulatory/supervisory authorities on risk management and regulatory topics for over 30 years. Monika is particularly familiar with the implementation of regulation emanating from the Basel Committee on Banking Supervision (Basel II, II.5, III, etc.) as well as recovery and resolution requirements originally stipulated by the FSB. She has cooperated closely with financial institutions in multiple European countries, including interactions with the European Central Bank and the Single Resolution Board as the supervisory and resolution authorities for the Banking Union. While most of her experience is in the European Union and Switzerland, Monika has also worked in the USA, Asia, South Africa, and Australia on topics related to bank risk management and regulation.
Monika has undertaken a number of assignments directly for supervisory and resolution authorities, including the development of a Pillar 2 ICAAP review process for a central bank as well as the development of a resolution manual and a review of initial resolution plans for a resolution authority. She has also provided training to supervisory authorities in multiple jurisdictions, including on exit planning for digital banks to the authorities in Malaysia. She has also presented at a number of SEACEN events. In addition, Monika is a frequent speaker at international conferences, including conferences for supervisors organized by the FSI in Basel.

Mr. Andy Rowsell-Jones

Andy Rowsell-Jones is a Vice President and Distinguished Analyst in Gartner’s CIO and Executive Leadership Research team, with interests in how to make mergers and acquisitions more successful, business and technology strategy, management, organization, and profit and cost improvement. His recent work has focused on successful Mergers and Acquisitions, defining the management agendas for CIOs, IT strategy, stakeholder management, and defining IT performance metrics.
Prior to joining Gartner, Mr. Rowsell-Jones worked for a number of management consultancies, including Accenture and Arthur D. Little, servicing clients in the financial services sector. He has worked extensively in Asia, Europe, and North America.

Mr. Vincent Malayapillay

Mr. Mohd Sobri bin Mansor
Head of Shariah & Sustainable Development, Perbadanan Insurans Deposit Malaysia
Sobri is the Head of Shariah and Sustainable Development Department of Perbadanan Insurans Deposit Malaysia (PIDM). He is responsible for ensuring the Islamic Deposit Insurance System and Takaful Benefits Protection System administered by PIDM, including failure resolution of Islamic member institutions, are Shariah compliant, through Shariah advisory, review, and research functions. As for Sustainable Development, he is responsible for advancing PIDM’s environmental sustainability and certain social sustainability agenda. Prior to his current role, he was tasked with several portfolios in PIDM, including policy development, risk assessment of PIDM’s member banks, deposit insurance premium collection, and shared services.
On the international front, Sobri is a member of the Islamic Deposit Insurance Technical Committee of the International Association of Deposit Insurers (IADI). He played a leading role in developing several IADI’s discussion papers in relation to Islamic deposit insurance. He was also a working group member for the development of the Core Principles for Effective Islamic Deposit Insurance Systems, which was jointly developed by IADI and the Islamic Financial Services Board.
Prior to PIDM, Sobri served Bank Negara Malaysia (the Central Bank of Malaysia) as a Senior Executive in the Islamic Banking and Takaful Department, where he was in charge of formulating prudential policies for the Islamic banking industry in Malaysia.
Sobri holds a Masters in Islamic Finance Practice from the International Centre for Education in Islamic Finance (INCEIF), Malaysia, and a Bachelor’s Degree in Accounting from Universiti Tenaga Nasional, Malaysia.

Mr. Tyler Cavaness
Assistant Director, Division of Resolution and Receiverships, Federal Deposit Insurance Corporation
Tyler Cavaness is an Assistant Director in the Division of Resolutions and Receiverships of the Federal Deposit Insurance Corporation. He currently oversees two sections: Investigations and Customer Service. The Investigations Section searches for fraud or negligence by directors or officers of a bank after it has failed. The Customer Service Section facilitates communication from public inquiries and conducts records research. He recently acted as the Communications Manager for the Silicon Valley Bank, Signature Bank, and First Republic Bank failures.
Before this position, he led the Strategic Operations section, which manages bank resolutions. He has personally acted as the Receiver-In-Charge (RIC) for banks that closed due to issues with liquidity, fraud, and capital losses. During his career with the FDIC, he has participated in 42 bank closings and has led 10 of them. In 2020, he served as the RIC for a bank that closed during the COVID-19 pandemic.
Tyler earned a Bachelor of Science degree in Economics, with an emphasis in International Studies, from California State University, Chico. He also holds a graduate certificate in finance from Southern Methodist University. He is a graduate of the USDA Executive Leadership program and speaks Spanish. Recently, he participated in a Netflix series that highlighted the FDIC and its mission. He showcased what happens during a bank closing.

Mr. Lau Sie Liang
Head of Analytics, Rest of Asia, Gallagher Re
Sie Liang is a UK qualified Actuary with over two decades of experience in the (re)insurance industry. He has held Senior Underwriter roles for cyber, insurtech, and long tail lines reinsurance businesses and served as Head of Capital Provision to Lloyd’s Syndicates through Funds At Lloyd’s and various reinsurance structures at SCOR London. Most recently, he returned to Singapore with Gallagher Re as Head of Analytics, Rest of Asia. His prior experience includes being Chief Pricing Actuary at SCOR Singapore overseeing treaty pricing teams across multiple regions as well as positions at Sagicor at Lloyd’s and Lloyd’s TSB Insurance. During this time, Sie Liang gained exposure to reserving, pricing, and capital management while participating in due diligence on M&A and MBO activities. Sie Liang graduated with a 1st Class Honour in Statistics from Cardiff University in Wales after being awarded a Malaysian Government scholarship via the Sabah Foundation.

Jessica holds a Chartered Banker qualification from the Chartered Banker Institute (Scotland), is a Fellow Chartered Banker of Asian Institute of Chartered Bankers (AICB) and is a member of CPA Australia.
